sister looking for older brother

My Name is Angela, and I have been searching for my brother. His name is Joseph Robert Wallace. I have been looking for him for at least 15 years and to no avail. He was in foster care until he was 18 years old and then he went into the military. I lost track of him at that point. and welfare was of no help to me.
