Does any one know which agencies have a SN/Waiting child list? Do they make them public?

WACAP occastionally does have Vietnam waiting children but their list is not public. But you just need to contact them for the user name and password. You don't have to sign with them.
I don't know anything about them but I cruise the website every so often.

You should check out [url=http://www.rainbowkids.com]RainbowKids.com Adoption Information, Support, Child Photolistings, Articles and Resources[/url] which has a really extensive list of waiting children (many with S/N) from different agencies.
Almost all agencies place Waiting Children. Good agencies WANT to see families adopt hard-to-place children, such as school aged children and children with special needs. In fact, they sometimes discount their fees for adopting such children.
Many agencies either describe or photolist Waiting Children from the countries they work in, on their own websites. Others photolist the children on sites that serve many agencies, such as Rainbow Kids and Precious In His Sight. (These are NOT adoption agencies.)
If you use a multi-agency site, always check out the agency representing a specific child very carefully before sending any money. While many of the agencies using the sites are ethical and well-respected, there are occasional agencies that misrepresent children, use bait and switch tactics, or simply don't provide good service.
Of course, if you are aware of a good agency working in your country of choice, you can simply call the agency and ask about currently available Waiting Children.
