agencies in other states?

My husband and I decided to go with domestic infant AA or bi-racial adoption for our second child and started looking into agencies in Ohio about 4 months ago. We went to some orientations and found that the two agencies we liked the best weren't accepting new clients and the other won't take us because we don't have fertility issues. Is it hard to go with an agency from a different state for the process? Does anyone have an agency that they loved that they could recommend. We live in Cincinnati. PM me if you can help.
