Soooo I've been reading a ton of FAS, neurological issues and other mental health issues prevalent in Eastern Europe. Is this the case with Bulgaria too?

I would say it could be anywhere. We adopted our daughter from Bulgaria and she is perfectly healthy. Our friends adopted 3 boys from Bulgaria (all siblings) and 2 have FAS. No matter what people tell you a person cannot always tell if a child has fas by their physical features. Our son adopted from Russia doesn't have any FAS features however he is ARND.

I have visited over 16 ophanages in Bulgaria and my experience has led my DH and I to start the adoption process ourselves. The children are adorable and very easy to fall in love with. Aside from the specific handicapped homes I have visited, majority of the children I have seen are in good health. They are full of energy and love.
