Adoption through the State

I am beginning the process of adoption. I have a private homestudy that is nearly complete. My question is: does anyone have experience of adopting a waiting child in the foster care system? We live in Florida but want to expand our choices and try to adopt through other states. I know there are photo listings of waiting children in many states - would love to know if anyone had success with this? Thank you!
