Looking for half-brother born 4/16/1966

Hi, I am looking for my half-brother that I just recently found out about. I don't have alot of info other than he was born on 4/16/1966 in Baltimore. His birth Mom's name is Rosemary (Parker) Cupp and his birth father was William George Cupp. Birthdad was 29 at time of birth.
