Yes, this does go into effect in Maine starting tomorrow. If anyone needs any more information on it you can google obc for me. They have forms for adoptees to fill out to request their original birth certificates (there is a $10.00 fee for this) and they also have documents for birth parents to fill out.

This is good news. It appears that the states are SLOWLY coming to realize how important it is for adoptees to have their information. I just wish that California would get on board with opening all original birth certificates.
