My foster sister (who is 25 now) would like to be adopted by my parents and my parents would like to officially adopt her. While she is a part of our family regardless, it is important to her that this step be taken. When she was a child, her bio mom was still alive, and for many reasons, my sister did not feel comfortable being adopted at that time. Well, her bio mom died shortly after she turned 18.
All that to say, is there anyway she can be adopted by our family as an adult? If so, what we be the least expensive way to go about it?

Oh, yes, being adopted as an adult is usually a very quick and inexpensive thing.
First, check to be sure your state allows adults to be adopted. Most do.
After that, it's usually just a case of downloading/finding the forms, filling them out, and submitting them to the court. You probably don't even need a lawyer, if your courthouse makes those forms available to the public. There will be a filing fee, but if you don't need a lawyer that might be the only cost.
With an adult adoption there is no Termination hearing like there is with children. She probably wont' have to prove that her bio mom is dead, she might not even be asked.
That's usually all it takes. There will be a hearing set sometime in the future, for the judge to talk to everybody and make sure everybody wants this to happen and knows what it means. Then it's done.
