I asked for my records a few years ago when I was trying to find out some answers about my childhood (I don't remember much about the first 6 years). I was told that I could NOT have a copy, but that they would let me read them in their office if I set up an appointment. I went, but their were so many duplicate records and blacked out stuff, it wasn't even worth it.
I left with no more info than I came with. It probably varies by state though, maybe you'll have more luck.
