Searching for a friend's birthparents. We are both in college and cannot fathom coughing up $150 to *maybe* find out that the bparents refused access to the files. Trips to the courthouse to try and circumnavigate enough to find out his agency turned up about 10 wasted hours... though we think it was through OCY. Any advice (or connections!) is more than welcome.

Hi, When you went to the courthouse, did they at least give him his nonidentifying information? If not, did they give a reason why? Under state law he is entitled to at least that much. You don't need to travel there again to try and get it, as long as he sends in a notarized request. Here's a copy of a request for non-id he can useNon-I.D. - What it is and how to try to get itAlso, has he registered with Soundex and filed a request to see if either one of his parents registered with the state?Soundex is here:ISRR - International Soundex Reunion Registryand the pages with specific information on the state release is here:Health: Adoption Registry Information
