I hope someone can answer this for me.
We started our China adoption in 2007
Incurred over $7000 expenses in 2007
About $500 in 2008
Adoption was completed in 2009 with $16000
I'm working on our taxes in Turbo Tax and it is asking me for the Credit Carryforwards from previous years?
In our 2007 & 2008 tax returns I didn't enter any amounts about our adoption because I was told I couldn't report it until the adoption was complete. Did I do this wrong??? Do I need (or can I) amend 2007 & 2008 to get that credit carryforward???
Or is the "carryforward" simply those expenses during those years???
There have been ups & downs in our income through those 3 tax years.

With an international adoption you can not claim the adoption tax credit until the adoption is complete. So if the adoption was final in 2009, your 2009 tax return would be the first year you would be able to use the credit. If you are not able to use it all, you have up to 5 years to use the entire amount. Though at this point the credit is due to expire at the end of this year, so you may only end up with 2009 and 2010 to utilize it. Hopefully you will be able to use it all! :)

For an international adoption finalized in 2009, you are claiming the adoption tax credit for the first time on your 2009 taxes. It does not matter how much you spent in previous years, or which years you spent it in, since for an international adoption you can't claim any of it until you finalize.
That means you do not have a carryover from 2008 to list on your 2009 taxes.
You will, at the end of your taxes, be able to calculate your carryover from 2009 to 2010 - a carryover of however much of the adoption tax credit you were unable to use in 2009.
