Looking for Russian Birth Family

We adopted our 18yr old daughter in Volgograd, Russia 17 years ago. Her desire to search for her birth parents has become overwhelming and we would like to help her try to find them. I realize that many of you have not done an International search this old, however, we have to try. Looking for advice on where to begin. I posted this under a different forum yesterday and apologize if you have seen it twice. I thought this might be a more appropriate place than 'Adult Adoptees'. Any suggestions? Thanks!
