My husband and I are in the process of adopting my niece and nephew from the state of IA from Fl and are running into issue after issue with both states involved. We already had a ICPC done in 2009 and was approved but the courts had it lapse to long and we needed to have anoter one but was told it was just an update and we didn't need the FBI checks again because they were good for 5 yrs. Can anyone say if this information is true? Now they are making us do more FBI checks and with my Cerebral Palsy it is very hard to do a finger print. Can anyone help? With this whole thing it has delayed us getting the kids and I'm sick of dealing with social workers.

Get an attorney in Iowa in the county where the kids are. You need someone to kick the social worker's butt. Likely these kids are in a "safe, stable home" with fparents who are getting attached, and will likely play the "bonding card" when time comes for them to be moved to you.
DO NOT DELAY on this. The $$ is worth it if you want your relatives with you.
See if the kids can come for a LONG visit-you had an approved home study--you are "safe" to have the kids. SW don't like to do this, but it has been done and CAN be done. Your attorney can push for this for you.
An attorney in your area may help also-perhaps be able to speed up the process.
In our case, paperwork took forever in our state, just laying on a clerk's desk because they were too lazy to follow up or follow through, and of course they told us to NOT call and check on our paperwork. We were "good" and did not want to bother anybody--
And about a year later when it was finally done, the fparents kicked up a huge fuss about not moving our nephew from their home-they had decided THEY were going to adopt.
Florida is SO bad for this-don't let it happen to you and your family. They do not seem to want to do ICPC--costs money and time.

They said today we have been approved for adoption, but they still need to wait on fingerprints because the original fingerprints were done as a relative placement and not an adoption..I guess their different and adoption FBI checks are only good for 1 yr.

I am so sorry to hear that. It's not something that can be avoided. Do try to insist the fingerprinting agency give you some priority if you can.
See if you can have some contact with this children in the meantime, even if it means you buy a disposable cell phone to mail to fparents, so you can call the children. Maybe you can do pictures via email.
The social worker we had was VERY unhelpful in that area, and blocked our contact. He was, we realized later, completely intimidated by the fmom.
