Me and my wife are Canadian citizens.
We went thru all of the time consuming and expensive adoption process in BC. We have been aproved after almost 1 year as adoptive parents for International Adoption by Family Services of Vancouver.
We already adopted a child from Bulgaria, locally, because we are Bulgarian Citizens.
Bulgaria is a member of the Hague Convention for Children Adoption, same as Canada.
We want to bring our child to Canada.
CIC wants us to fill up 2 applications.
The first is...to "prove with 3 notary certified documents" that I am a canadian Citizen. And pay on top of that another $100 fee.
How strange is that, considering that I and my wife have canadian citizenship for years now, and the same CIC issued us the citizenship?
Maybe they lost their archive?
Anyway, I did that and today I received the confirmation that CIC received my application and they say it will take 27 WEEKS or more for them to confirm ONLY that I am a canadian citizen????
Well done, Canada Imigration!
Can anyone make sense and tell me what am I missing here?

Perhaps they are busy with the refugees from the tanker that just came to BC?
I found the Canadian immigration service amazingly fast and helpful when I obtain my citizenship.

When we adopted our sons we also got their proof of Canadian citizenship in under 5 business days from when i MAILED the forms (it was crazy fast).
That is so strange ... and I am sorry it is taking so long for you.
