What would you call someone that doesn't care much about real or foster family.

I would call her a very traumatized and scared little girl. It sounds like she has suffered so many losses that she has withdrawn and doesn't want to open herself up to yet another loss. She needs someone to love her who's strong enough to accept that she won't return the love for quite awhile. The wall can come down, but it's going to take unconditional love and huge reservoirs of patience.
