The $300 is not for them to give you identifying information, because they don't do that. It's for them to do a search and make initial contact, then ask if they are willing to have contact with you, either directly or through GARR acting as an intermediary. So yeah, it's far from guaranteed to yield any results you're happy with, but the way the law in GA is set up, that's the only way to go unless you can figure something out on your own without having any identifying info. Hopefully one of these days those laws will change, not just in GA but everywhere.
