Does anyone know how accurate Bulgaria’s referral medicals are? I know some other countries exaggerate and make up conditions for the orphans to give a reason why the country would give up a perfectly healthy child, but I don’t know about Bulgaria. I see a lot of people adopting special needs and I was wondering once they got home if the children really have those special needs. I am specifically looking at a child diagnosed as having a "mild cognitive delay," which seems to be a very general condition. Thank you.
I'm not familiar with Bulgarian medicals, but I must tell you that most orphanage staff around the world are familiar with delays caused simply by being institutionalized. If "mild cognitive delay" is listed as a diagnosis, I would suspect that the staff are talking about something more than simple institutional delays, and are saying that a child is more delayed than other children of the same age in the orphanage, especially if this term is not used on a lot of the other children.
Now, some such children could turn out to do very well in a home setting, and especially one that is geared to helping a child make the best use possible of his/her intellectual abilities. But the parents have to be aware that the child could well have permanent delays/mild mental retardation. Or he/she could wind up having a problem that made him APPEAR cognitively slow, such as hearing loss or low vision.
