Looking for agency advice

My DH and I have decided to go down the adoption path again. We only have around $15,000 to spend on an adoption and we are hoping to find an agency 1.) holds no finical risk (if birth parents decide to parent we are not out any money) 2.) Shorter wait times (within 18 months) 3.)Will meet our budget We are open to a child of any race and our looking for an agency that has some sort of special program for AA infants. I know that my 3 goals are everyones, but I am hoping that someone could pm me with some advice or could point me in the right direction. Thank you!
