Hi,
Can anyone tell me if the caseworker's child description below means the drs have determined the child does not have RAD or bipolar?
..diagnosed with ADHD, Ruled Out Reactive Attachment Disorder, and Ruled Out Bipolar...

If the diagnosis is rule out - that means that the child has the symptoms, but it hasn't been confirmed yet. Rule out means that they are ruling out any other diagnosis that causes the same symptoms. It does not mean that the diagnosis has been "ruled out".

The OP stated ruled out not rule out.
"Diagnosed with ADHD, ruled out RAD and Bi-Polar" to me means that there were three potentials on the table and his opinion is ADHD - But NO RAD - NO Bi-Polar.
