I have a friend in TX that said her son adopted through foster care, placed in their home at 18 months but adopted after 2 years of age, was dropped from Medicaid and is no longer able to receive free tuition to a state college. All of which is available to a 2 years and up African American Child adopted through foster care in TX. She was shocked but apparently since he was placed in their home under 2 it is not considered.
We're still in the licensing process here in Riverside County and I was just wondering if someone could share with me what benefits foster children who have been adopted keep.
I know the requirements to receive benefits:
a. Three years of age or older
b. Race, ethnicity, color, or language that is a barrier to adoption
c. Member of a sibling group that should remain together
d. Mental, physical, emotional, or medical disability certified by a licensed professional
e. Parental background of a medical or behavioral nature that can be determined to adversely affect the development of the child
Guess I'm just a bit confused as to what they actually still receive. And I know it's not about the money and benefits at all, I'd just like to understand them.

I'm in your county. Basically all foster children will end up receiving AAP because Riv co considers almost all their children special needs.
The ones where it may not would be the straight relinquishments at the hospital (without the mother going through an agency so then the county is the receiving "agency")

I was told by my children's caseworker that virtually ALL children adopted from foster care in California will be able to keep Medi-Cal and get an adoption assistance subsidy because California classifies "Adverse Parental Background" as a special need (I think that is the same thing as 'e' in your list).
If you read the official rules, then it says the adoption assistance subsidy can be anywhere from $0 to $1,500 per month, but my caseworker says she has never heard of anyone receiving less than the county's base foster care rate. It seems to be true, at least in my county, because I adopted two healthy caucasian infants (not bio-siblings) and they both receive a subsidy that is the same as they would have received had they continued to be foster children.
From what I hear, I think Longing2b has it right. They get Medical even after their 18th birthday, I thought it was until they are 21 or 23. Also, yes, you do continue to receive an "allowance" after adoption which is close to the foster allowance. There is also college paid for at any state college and some of the Independent Living Skills stuff to still take advantage of after adoption.
I'm in Texas and our kids will get free tuition to college.Children who are adopted or age out of foster care still get the tuition. They get medicaid if they meet certain requirements. I don't have a child in
that category right now, so I don't know what the rules for Medicaid are in detail.

Hmm, I never heard anything about college tuition being paid for. Is that true in California also? What are the stipulations? Is it even after you adopt???

Yeah I'm not so sure about the college tuition (in CA)....I think that's only for foster kids that end up aging out, there is something tuition wise for them.
I was told at a post-adoption meeting though that if our children were foster children at any time in their life it counts for something when applying for financial aide.

They told us the same thing. Even after adoption, the kids still qualify for college funding, but only through City or State colleges. If they go to a fancy private college, I think the adoptive parents are on the hook for that fortune. Yes, this is in Cali.

I was told that only children who were adopted as teenagers or age out would qualify for free college tuition in California. Now I'll have to check into it because I don't want my two to miss out on anything they are entitled to.
Wow, we were told once adopted, the college tuition went away. Foster kids who age out and kids under guardianship still get it, according to our PRIDE trainer...
