The New Jersey legislature recently passed S799 which would provide the opportunity for adoptees to obtain their original birth certificates after a one-year waiting period to allow birth parents to file a contact preference with the State.
While not acceptable in the eyes of some because it doesn't allow unrestricted immediate access, this legislation would at least give the vast majority of NJ adoptees the chance to obtain their records after a brief wait.
Unfortunatly, Governor Christie conditionally vetoed this bill, substituting ill-conceived "compromises" ostensibly to protect the anonymity of birth parents who desired it. This "compromise" rewrite REQUIRES adoptees to contract with a confidential intermediary. The CI is REQUIRED to spend a year attempting to contact birth parents and upon contact, ask whether the birth parent wishes to be contacted. If they are unable to locate the birth parents after one year, the adoptee may then request a copy of their original BC. If the birth parent states they do not want contact, the CI will request medical information.
I can't describe how monumentally stupid this is. Under the Governor's plan, birth parents must be contacted so they can be asked if they want to be contacted. How this would serve adoptees or birth parents interests is beyond me. This completely removes the option of someone like me getting history without disrupting the life of a birth parent.
The upside to this is that the original passage of S799 in the Senate was 27-10-3. This margin cleared the 2/3 majority needed to override a veto. I urge anyone in New Jersey to contact their State Senator, regardless of how they voted originally, and urge them to take up efforts to override this veto.

Like I said, the original version of S799 was not perfect, but it was significantly better than what's being pushed by Christie.
