How long for final approval on HS?

I'm wondering how long it usually takes to get final approval on a home study for foster to adopt. My SW said she submitted our hs to her supervisor for final approval around the 2nd week of June. The beginning of July i e-mailed and asked about our status. She said there were a few families ahead of us. It's now the end of July and we still haven't heard anything more. The sw thought everything was in order and there wouldn't be a problem, and to further frustrate my lack of patience, a friend just filled out paperwork the beginning of June for fostering, and were told they should have a placement by August. I understand there's maybe a greater need for foster, but aren't us foster to adopt people important, too?
