Hi,
We just lost our FD(see other thread"Court today"),and we really wanted to adopt by now.We are ready to take another child,and I know it has only been 2 weeks,but if we dont start now ,it may never happen.
So we are trying to speed things up,and go the ICPC route,and find children who have already been through TPR.We know this may not be faster,and takes time,but we dont want to sit and wait either,for another yr to go by,and maybe get a foster/adopt situation,which we really do not want.
I have been calling CW,and of course know return phone calls.....and I also called supervisor,and left message.
How hard is it to get a copy,after 4 yrs of being licensed?
Are we entitled to have it?

Yes, you are entitled to it. I just had my 1 yr reinspect yesterday and our RW said I must ask for it in writing, but we can read it.I have been applying for kids for over a year through adoptuskids and so far, nothing.I do have an organization that helps in finding you a child in Oregon. If you are not familiar, PM me and I wil send you the site (not sure I can do it here).

if you go the icpc route, you will need a home study in the format of the sending state. your local home study will likely not be acceptable. btdt
however, as part of the icpc process, the sending state will send a form to the receiving state. assuming you are not dealing with agencies, the receiving state will do the altered home study as part of the icpc process.
this will be send to the sending state.
i rule out agencies as that can get funky. your local state spent money & time in order to create your home study. they do as an investment; as they need foster adoptive homes for their kids.
if you then go an adopted from other places, they are out money and resources and no closer to helping their kids
i have seen states where they will not share home studies unless you pay. i believe this is reasonable. agencies charge to create home studies.. why shouldn't the state?
