I am searching for who I believe to be my half uncle, born to Sally Gross (maiden name Laemly) in the 50s. My grandmother gave this child up for adoption having had 6 children already with a deceased husband. I know this is a needle in a hay stack, but I have to start somewhere.
You have some options with the state - not a lot but better than the needle in the haystack...
As a grandson if your grandmother is deceased you can include a letter in the state file in case your uncle asks for his non-identifying info from the state. Any of your aunts and uncles can also do this without your grandmother having to be deceased as they are pre-adoptive siblings.
The following persons may transmit identifying information and nonidentifying information to the State registrar for inclusion with the adoption history:

[*]An adoptee who is an adult
[*]A birth parent
[*]An adoptive parent
[*]A pre-adoptive sibling who is at least age 21
[*]The spouse or relative of a deceased adoptee if the relationship existed at the time of the adoptee's death
[*]The spouse or relative of a deceased birth parent if the relationship existed at the time of the birth parent's death[/LIST]
Paragraph 1: If your grandmother is still alive she should authorize the release of her information should your uncle request it.
Paragraph 2/3: One of your aunts or uncles can submit authorization to release the info to your uncle and they can also request the state to search for and contact your uncle. It is up to your uncle if he wants to know you.
Mutual Access to Identifying Information

For adoptions before 12-31-1993: Identifying information shall be released if requested by a person listed in 31-19-18-2 if the adult adoptee and the birth parent have submitted a written consent to the State Registrar.
An adoptee who is at least age 21 or a preadoptive sibling who is at least age 21 may submit a written request to the State Registrar stating an interest in being reunited with any preadoptive siblings and authorizing the release of their name and present location to any preadoptive siblings who make similar inquiries.
If an adoptee or a preadoptive sibling submits a written request to be reunited with a preadoptive sibling, but the preadoptive sibling has not made a similar inquiry, the State Registrar shall search the adoption records for information concerning the preadoptive sibling and if possible, contact and advise the sibling of the request unless the sibling is younger than age 21. If the sibling is at least age 21, he or she shall make the final decision as to whether to release his or her name and present location to the requesting person.

You can post your search on the registry here but you would do better with at least a year/month if not the actual birth date. You can also search the registry for matches.
