Looking for my sister born 11-16-84

Hi, my name is Jasmine I'm looking for my younger sister whom my mother gave up for adoption. Unfortunately I don't know too many details, but my mother's name is Tracy Howard, and my sister's name was Candis Coglianese pre-adoption, but I think it may have been changed to Teresa by her adoptive parents. I met her once when I was six and she was 4. I'm trying to get more information, and will post more if/when I get it, but I would really like to find my sister! Also I believe she is blonde/blue eyes. Thanks for reading this, I would appreciate any help/advice in finding her!
