If you are a U.S. citizen, you will need to do a Hague-compliant adoption. This means that you will need to satisfy the adoption laws of the child's country of citizenship, the Hague Convention's adoption requirements, and the immigration laws of the U.S. Even with a relative adoption, you could be denied an immigrant visa for the child if you don't fulfill the requirements of the USCIS. In general, you will need to use a Hague accredited U.S. agency or Convention-approved attorney in this country. You may or may not need an attorney in the Philippines.
