I have some questions:
*I know the name of the court that the adoption was finalized in and have my adoption paperwork. I have my amended birth certificate (I was raised by my bmom and adopted by my step-dad). Do I have to petition the court to get my OBC? Does that cost money? I am a little confused reading through all of the information on the state website.
*I think as I understand what I read, I can not get my original birth certificate without petitioning the court. What exactly does that mean?
*Or, maybe I can never see my OBC? That's where I get confused. I'm not sure what I'd find on it...but I'm curious.
I know my bdad, I (kind of) know my story, but I'd like to have a copy of my original birth certificate. I don't know why, but all of the sudden I'm on a quest.

I did finally get my OBC from the state of Iowa. It took about 4 tries, but, in the end, I got it.
I first sent a letter to the judge, he opened my adoption file, but there was nothing in it. I tried the IDPH and they ended up sending me my amended BC (which I already had). I called the IDPH and they said I would have to have the judge order my file to be opened and made available to me. I did that and he did order it opened and about 2 weeks later I had my OBC.
I did have the names of my mom and my birthdad, so I'm not sure if that made a difference; although, they never asked for any proof of if the information was true; they just went off of what I told them.
Thank you for the step by step. I will do this. I have all names and dates for birth family as well as a-family. I don't know any specific judge, of course, but perhaps I should call first and ask how to proceed. I'm in my 60's so I find it irritating to jump through hoops for something so basic. Yes, call the county that you were adopted from and ask for the name of judge who handles OBC requests. My mom helped me with this and that is what she did. I got a specific name and continued to send my information directly to him (and he actually answered! - our tax dollars at work - HOORAY!!). Good luck. If I can answer any more questions, I'd be happy to. It was quite amazing to get that piece of paper: MY TRUTH!
BTW - I'm sure you know this, but Iowa is a closed state and I was shocked that I did get my birth certificate. I was very clear in my letters about what I wanted and why. I'm not sure why I got mine and others have not; I think it might depend on the judge. In my case, being from a small town might have actually helped me...really not sure. Good luck!
