Decree in DuPage?

Has anyone applied for an adoption decree in Dupage County? The info from White Oak Foundation makes it seem easy to get a decree from Cook County, but my adoptive father looked into getting the decree from Dupage and found out that the adoptive parents need to appear in court or get a representitive to do so in order to get the decree. Any ideas on how to get the decree without going to such trouble? Thanks.
