Got our license?

So we are doing foster/adopt through the county. I know about a month ago our LW and SW said they were going to go ahead and put us on the list and approve us (even though we weren't done with homestudy). Well today I received are official licsence in the mail which I am excited about but they still haven't even finished our homestudy. We are still waiting for SW to do my brothers interview (he lives with us). So my question is, is this normal? We are looking to adopt 1 or 2 children 0-4. We are in San Bernardino County does anybody know how long it's taking for adoptive placements?

My sister in law and sister both received placements before they were completed in their home study. So, I don't think it's uncommon. It's odd, but possibly an oversight about the lack of interview.
