Hi, trying to figure out who to talk to in Ohio (specifically in Cuyahoga County) about getting our 2 adopted daughters labeled as special needs. We need it for our tax credit. Our adoption story is kinda long, but basically adopted them from out of state privately through an adoption lawyer/agency down there. Because the state wasn't involved, there was no determination, but we need it for the tax credit basically. Thanks for any help you can throw our way.
i was under the impression that you could get at least partial credit for allowable expenses under the adoption credit. that would include your fees and perhaps other expenses. i don't know about Ohio, but in TX the special needs classification happens during the pre-adoptive phase. the children have to meet federal/state guidelines before the classification is done.

you'll find a list of things that would qualify your children as special needs.
remember, this is not done just to help you receive the tax credit. it's supposed to be to help the children.
