Agency vs Attorney

Hello! My husband and I were just getting started with beginning the process to adopt from Russia, and with the recent current events will not be able to do so. We are now looking at domestic adoption. I have a read a lot about using an agency vs an attorney but we are still very unsure. Can anyone provide any feedback about the different routes, pros and cons? Thank you very much!
