Whether you are too young depends on your state laws and agency regulations. Call, attend an orientation session, and ask.
But don't limit your ideas of helping children to just being a foster parent.
You could also ask about being a respite parent - that's when the children have a regular foster home they live in, but need to go somewhere else for a short while. Like the foster family needs to attend a wedding and the children aren't invited, so they go to a respite caregiver. Or the foster family has tickets to go on vacation, but the judge says the children have to stay so they can go on regular vistitations, so they go to a respite caregiver. That sort of thing.
Or consider getting involved in Big Brothers/Big Sisters. That's when the organization matches you with a "little" of your same sex, and you act like an older sibling to them. Meet once a week or so, take them places, give them experiences the child might not have had otherwise, but the child doesn't live with you.
There are lots of ways you can help children in your area. Maybe becoming a foster parent would work out, but if it doesn't then do consider other ways you can be involved.

I'm pretty sure that the age you can begin is 21 in Indiana. You can definitely look into taking the training and seeing if it is something you would like to continue learning more about.
