Looking for birth father of my step-daughter

Hello everyone, I am trying to locate my step-daughter, Michelle's, birth father. She was born in Zweibrucken, Germany July 26 1992. Her father's name is Jim Jamison. He was in the Army, stationed at Kreuzberg Kaserne in Zweibruecken, Germany. He left Germany in Aug 1992, and has never contacted my wife about where he went too. He told my wife that he was from NY and he is between the age of 43-45. It is unknown where he moved to in 1992 or where he lives now. If there is anyone that can help me please let me know.
