We are in contact with a expectant mom and her family in CA who want us to adopt her baby. She is due early this summer. She has two other children and because of a diminished mental capacity her parents have been raising those two children..that is why she is placing in adoption her expected child. The agency has had her Examined by a therapist and have determined that e even though she wants to place she doesn't legally understand so they will be taking the matter to court and having the judge terminate her rights. We have been told we have to stay in CA till done..up to 3 weeks!! Any one else been through this?

I have not been through that, but that doesn't actually sound much (if at all) longer than a typical ICPC period anyway. Is it the length of time you need to stay in state, or the unknown of the process (or both) that you are concerned about? If part of the concern is the amount of time you will need to wait before traveling home, there are plenty of us on here who have done it and would be happy to offer support and advice.
