What happened? it seems like no one posts anything about adoption from Ukraine anymore where a few years ago all the messages boards were packed. Even the adoption blogs have thinned out. Have adopters found a new country to adopt or are adoptions just down in general?
I think it is just harder in general.
Ukraine has older kids available, Russia is closed, there is a long wait for China. I don't know about Guatemala. The expense and uncertainty of everything is difficult for some people.

I think that a lot of Americans were hoping that they'd find healthy babies, especially infant girls, in Ukraine. In fact, Ukraine has now made it very clear that young, healthy children are virtually always placed domestically, and that the country needs international adoption only for school aged children and/or children with significant special needs. The country has told the U.S. State Department that it will not accept requests for healthy babies.
In addition, many families came to realize that the Ukrainian adoption process was not optimal. In most adoptions, you receive a referral before travel, and have time to review it with American doctors, your family members, and so on. With Ukraine, you do not receive a referral beforehand. You get invited to Ukraine, where you first choose some potentially acceptable children from books of available kids. Unfortunately, the people at the government office often present you with books of the children with the most serious disabilities first, and make you go home to try again if you don't find children you want to visit in those books.
If you do find children to visit, you will be taken to their orphanages and introduced only to those children you have selected. If a child turns out to have needs that you don't feel you can meet, you will not be allowed to see other children from that orphanage, unless you have picked them from the books. You will usually be sent home, to await another invitation to go to the government office and select children to meet.
Unfortunately, many American families came home from trip one, or even trip two, without finding a child they could parent. They spent thousands of dollars on travel and paperwork, only to have their dreams of finding a child they could parent shattered.

PLEASE NOTE: For the past years situation extremely changed around adoption all over the world, especially when Russia bans adoption for US citizens. Actually US citizens CAN'T adopt Caucasian healthy infants anywhere in the world or it will take at least 5-8 years and cost tons of dollars. Ukraine does not have healthy children under 5 y.o. to offer for foreigners and under our laws adoption of children under 5 y.o. is forbidden, so you can't consider adoption in Ukraine if you wish a healthy baby.
