Born in Cali Colombia 6-17-1981

I am trying to help my brother in law find his birth parents. He was adopted by my inlaws from an orphanage in Cali Columbia June 18th 1991. He was born 6-17-1981 and was given the name Javier Nieto Viafara. His birth mothers name was Maria Virginia Viafara and his father was Javier Nieto Vasquez. I have done a ton of searching and cannot find any record of either of his birth parents. ANY information would be very much appreciated. He is coming to visit his birth country the 1st 2 weeks of November and I would love to give him the ability to find his roots.
