Have had 3 siblings since 1/13 and there is a scheduled permanency meeting and now also a permanency hearing for october.... it was supposed to be a compliance hearing but now has turned into a permanency hearing.... Are they looking to tpr???? Mother has not complied and has failed all drug tests ordered by judge.

The court is required to hold a permanency hearing approx. 12 months from the date they entered foster care.
The word "approx." is the key. Most permanency hearings are held around month 10 or 11 because they don't want to take the chance of exceeding the 12 months (one of the very few deadlines they care about, in my opinion).
The judge probably figured he/she'd turn whatever hearing was already on the calendar into a permanency hearing instead of trying to squeeze another court date into the Nov./Dec. holiday-filled court calendar.
They won't TPR at a permanency hearing. They will either change the goal from renunification with bio parents to adoption by foster parents or adoption by relative (if any are in the picture) or KLG (less likely but always possible). Or they will extend permanency hearing 3 additional months (to around month 15 after entering care) and change the goal then.
Once the goal is changed, there are a lot more steps before you get to the TPR trial.
