I am in need of assistance please.

I herd that he is living in Hawaii,married,and has 2 children.It was pretty wild of me to actually call the case worker who is handling this case,because I thought that if I told her who I was she would give the information I needed to contact him.But no! She said that it would be against the law of Pa.So I have to type this message in hopes and Prayers that by some slim chance he will see it and contact me.Which by the way, would make me the happiest half sister in the whole wide world!!
