I need help filing an appeal for the adoption subsidy as I just got emailed that it was denied.
Background: My FS's bio mom terminated rights October 2013. I was told that the adoption would be finalized in January 2014. I never heard a word about the adoption for months, even though I asked about it all the time. Finally in April I received the paperwork for the subsidy and I sent it in within the week. Again, I heard nothing until last week when I received a call that the adoption would finalize within the week. I replied that it was too soon and that I had yet to read the file and since I had learned new information about my FS the week prior I have to read the file. A couple of days later I get called again stating the adoption would finalize at the end of next week, the subsidy had been denied. I told my FSW that how could they schedule the adoption with no input from me as I wasn't available that day (2 dr appts that I've waited for months to get), no way could family cone in from out of town that fast and why was the subsidy denied? And were the files ever received or redacted? This started off a long chain of emails.
Long and short of it; subsidy denied as my FS isn't special needs. He is under the age of 5 and non-minority. He gets nothing except college paid.
He is in special ed for severe speech delays, physical delays and suspected cognitive delays but none of that counts as special needs as it's not in his file. Really?! He received ECI services since babyhood, this is in his file. I received a bunch of info from my agency about his services dating before he was placed with me, 88 pages documenting his issues that is in his CPS file. His pediatrician wants to refer him for private speech therapy as he isn't progressing and that's documented. Bio mom has the same speech issue, is mild MR and spent her entire school life in special ed; info I just found out last week, that's in his file but doesn't count.
What they need/want is a letter from his dr stating that he has a life handicapping condition and exactly what is that condition.
Is this normal? What do I need to do? What should the letter from his doctor say? I still haven't received the denial letter but was told it was in the mail.

For my subsidies, the letter had to say the child had to be under the parent's watch 100% of the time. My oldest was the victim of SA and came home from an RTC. Good luck! I think every child in the system should get a subsidy.

yes this is normal. I was told the same thing, that my kids doctor had to write a letter stating that "blank" was a handicapping condition. I was even told by my adoption CW that it did not matter what "blank" was just that a doctor was willing to put their name to it. My doctor had no problem writing that note and then I was suppose to be approved..but my case got bounced back into the courts so we never had to test it. my guy is about to turn 6 so we will no longer need the note.
