I would imagine you will need a lawyer. You would need to terminate their rights, which means you will have to have cause. Do you have that? How old is the child? What is the relationship now between the bioparent and the child? Does the bioparent pay (and is current with) child support? Does the bioparent provide additional support - like buying school clothes, presents, etc. Does the bioparent contact the child when it is not their scheduled parenting time?
