It's possible....depending on the year and state. I technically was adopted through what is now called foster care but my county had a "Chief Juvenile Probation Officer" that found homes when a mother called them up to have their baby adopted. It used to be an alternative to going to an agencies maternity home (which the family by birth paid dearly for on a per day rate). Mother's like mine when away to live with a relative and call the county. I was ***somewhere*** for several months - assume it was a foster home. Nobody knows. Kind regards, Dickons
