Dual citizenship US and Swedish - are we allowed to adopt from Russia?

I am half Swedish/American, and my husband is American with Swedish citizenship through me. We are currently living in London, UK (but spend summers in Sweden with family). We have a daughter and are able to have more children of our own. But with children living in orphanages, and us being able to give a stable, loving, and stimulating environment, we are exploring adoption as an idea. Would we be allowed to adopt from Russia?
