I have heard several times that it is more expensive to adopt a caucasian baby than it is to adopt a child of another race. This statement seems very oversimplified- are these people talking about international vs. domestic adoption, foster-to-adopt, or are they really saying that agencies charge more or less based on race? I haven't been able to find any evidence to back up these claims. Has anyone else heard about this?

It's common knowledge in the industry. There is also a gender premium. A white female infant usually has a higher fee than that of an African American male. Then there is the 'in the middle' Hispanic and biracial children.
Generally, special needs children also have lower fees. As do older children.
It's incredible sad -- but it's really a supply and demand industry. There is more desire for a white infant female than there is a 3 year old African American male. They do it, for the most part, to even the playing field. Giving those that are (forgive my language, please!) less desirable a better chance at finding a home.
The whole topic gives me the hebee gebees. But I can certainly see the reason why it's done, even if it makes me throw up a little bit in my mouth.

That feels gross to me. I see what you're saying. I've been looking for solid, reliable statistics and haven't found anything concrete but I definitely believe it happens.
