Can someone who was released from prison 2 years ago foster?

Can someone who was released from prison 2 years ago qualify to foster a child in Oklahoma? This person has a long criminal history— multiple assault and batteries, DUIs, drug charges, etc. I am very concerned about the possibility of this person potentially fostering. Everything I have read so far has been there must be no criminal conviction in past 5 years. They are past that timeframe from the last conviction. They do however have an active Protective Order against them from 2017. Can someone please help me on this?
