Foster Family wants to keep baby- Kinship family just found

I recently found out that my brother had a baby 10mths ago. DNA came back that he is the father and he wants baby placed with his family (brother and his wife-lots of family around). Foster family would like baby to stay with them until parents rights are terminated and judge decides if father's family can adopt or foster family can adopt him. This could take months to years. Am I wrong for wanting the baby to be moved with us - the family for placement until judge terminates rights and then we opt to adopt? Does the foster family have more rights then us to foster him and adopt him later?
