Fostering since birth she is four years old! TPR finally but...

This has been going on for four years. The clock never stop/restarted. Seriously going on straight four years. If I told you BM was a professional who worked with children, you'd hardly believe me but it's true. She's got $ and fights everything but has never had empathy and there is no bond. We tried everything possible from the beginning she did all the visits but never was interested in knowing her. She treats her children like belongings rather then children. She bought them, they were made in a petri dish, then she couldn't take care no support system, no husband, no family bonds, nothing. Finally a report came in, court ordered which said it would be detrimental for her to be removed from us and mom does not posses the skills, she has received many services over the course of four years. Now the state is filing TPR but BMs attorney says mom wants to employ her own services to "teach" us how to help our FD4 reunify to a woman she has no bond with? Has anyone EVER heard of such a thing? We are weary, we want to move on with our lives! This is just another scheme to delay things, BM attorney agreed that it will and that it will be traumatic to her but, oh well! The wickedness of this whole thing! Not ONCE did she say that mom loves her child and cannot bear to let her go, nothing of the sort just that mom doesn't trust the state's providers and foster parents need to make it easier for her if they win, and if they don't...No sweat the child won't suffer? Ugh. Four years!
