Adult looking to be adopted, wasn't in foster care!

I'm an adult looking to be adopted due to a half absentee/ half abusive family. I wasn't in foster care so I am looking to start the process of bonding to someone who may have lost their chance at having a child. preferably a father. If anyone could help point me in the right direction i'd be very grateful. serious inquiries/ information only please!
