Birth moms actively using drugs

Good afternoon, Husband and I using an agency where each match we have been sent, the profile shows that the BM (Birthmom) is actively using drugs (usually Meth) and the agency just glosses over this as our worker stated "they just detox after three days." As if drug use wont have any long term consequences like behavioral problems, etc. How common is this? What has been your experience?
