Yes this is true. Some countries that allow the escorting of children includes Haiti, India, Jamaica and Korea.

This would only apply if the foreign country allows this, and currently only a few do allowing escorting. Korea and India are, I believe, the only countries that do (Romania did, before the adoption moratorium). Children's Bridge in Ontario works with Korea and could provide more information on this.
