The application is to bring my niece over to the US then adopt her (she currently reside in Guyana, South America). Along with the application I had to provide results of a homestudy, proof that her living parent cannot care for her, myself and my husband had to be fingerprinted. The application seemed to have been complete and I was awaiting the results, whether it was approved or disapproved. Unfortunately, I was transferred to Germany and now I am at lost as to what to do. I contacted the INS in Oklahoma and explained my situation. I was told that I need to have a new homestudy done which I am trying to locate someone right now. My delima is once the application is approved, I have 18 months to get my niece, however, with me stationed in Germany and she not being my dependent at that time, how will I start the adoption proceedings while in Germany to have her legally adopted so that while in Germany she will be my dependent? Any information and assistance in the right direction will be greatly appreciated.
